Vrela-e̜tvës Ner (/ˈvrela/ /ˈe̜tvɛs/ [response] [usher]) is a subtropical Small Town located in the Ko̠ktugttö Moot of the Viceroyalty of Rosid.

The name Vrela-e̜tvës Ner is derived from the Wood Elvish language, as Vrela-e̜tvës Ner was founded by Mademus Zienra, who was culturaly Wood Elven.

Climate

Vrela-e̜tvës Ner has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing -1°C (31°F). Vrela-e̜tvës Ner receives an average of 146 cm/y (57 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Vrela-e̜tvës Ner covers an area of nearly 3 km2 (1 mi2), and an average elevation of 5124 m (16811 ft) above sea level.

Overview

Vrela-e̜tvës Ner was founded durring the late 12th century in spring of the year 1082, by Mademus Zienra. The establishment of the new community went well, with no major obsticles durring construction.

Vrela-e̜tvës Ner was built using the conventions of Wood Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Vrela-e̜tvës Ner is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Vrela-e̜tvës Ner is buildings are arranged arround a single crampt flagstone mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the town is well defended against anything short of an army. Unfortuantly, these brittle defences are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

A look around Vrela-e̜tvës Ner gives you a feeling of distrust and paranoia. Also greed. The locals seem to be very much into scholastic pursuits, based on the hushed, murmured conversations you hear at least. Everyone in Vrela-e̜tvës Ner acts like they have discovered something wondrous, and are worried they will endure some horrible fate so another can take what they’ve discovered for themselves.

Civic Infrastructure

Vrela-e̜tvës Ner has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Vrela-e̜tvës Ner possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Vrela-e̜tvës Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Vrela-e̜tvës Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Vrela-e̜tvës Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

Due to the actions of local Kami, winter is short in Vrela-e̜tvës Ner.

The Dvorovoi near Vrela-e̜tvës Ner are known to be almost tame, such that they can be put to domestic use.

Vrela-e̜tvës Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves orgies to channel Charm energies of tier 2 via guttural bellowing.

The locals have no idea how to fix it, and indeed, it may not be possible to repair it with modern science or sorcery.

Vrela-e̜tvës Ner is known for its well built pedestrian paths, which include foot bridges to cross the main street at several high-traffic areas.

History

In time immemorial, reportedly some time during the late 2nd century, Vrela-e̜tvës Ner was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Vrela-e̜tvës Ner lost 166 people, 317 livestock, and 91 buildings. The conflict ended after roughly 210, when members of Vrela-e̜tvës Ner's militia enacted an operation to rescue a particular solgiers group from the enemy. The operation was complicated by a natural disaster interrupted the operation, shattering unit cohesion. The conflict ended with needing to break through the enemy's lines, which ended in victory for Vrela-e̜tvës Ner's forces. The war is remembered in legend by Vrela-e̜tvës Ner's bards, historians, and legend keepers.

History
